KIR Test in Pulogadung and Ujung Menteng Crowded

I thought, I could get a first queue number if I come in early. In fact, I was told to come back on Monday. I am very disappointed

Closing of Motor Vehicle Testing (PKB) or Vehicle Road Worthiness Test (KIR) in Kedaung Angke, West Jakarta, causing long queues of vehicles in the PKB's Ujung Menteng and Pulogadung, East Jakarta.

In PKB Pulogadung, the vehicle queue is like buses and trucks reach 700-800 meters, ranging from the PKB office until Tugas Pulogadung area. But in PKB Ujung Menteng, its queue reaches 1 kilometer

As a result, traffic congestion on Jalan Raya Bekasi, Ujung Menteng, cannot be avoided every morning, particularly from Jakarta towards Bekasi. The condition is worsened with many vehicles which take a U-Turn (turn around). That is why congestion happens from Bekasi-Jakarta.

Agung, (34), a driver of KWK minivan B11 admitted he has arrived at 6 AM. Despite he's already got a queue number, yet the counter officer asked him to come back on Monday (8/18) due to KIR today and tomorrow is full.

"I thought, I could get a first queue number if I come in early. In fact, I was told to come back on Monday. I am very disappointed," he exclaimed.

He worried that his vehicle will be ticketed by officers because of his KIR validity would expired on Friday (8/15).

Responsible Person for PKB Pulogadung Service Unit, Fatchuri, said since the PKB Kedaung Angke is closed, the number of vehicles in Pulogadung KIR will be booming. Previously, as many as 200-300 vehicles per day were participating in KIR test, but currently its number reaches 500 vehicles. His side also imposed a limitation system. If not, the number of vehicles could reach 700-800.

Due to this condition, his side had to make scheduling. For vehicles from Kedaung, are limited to a maximum of 200 vehicles. Of the 200 vehicles, they consist of 100 vehicles that come on testing day, 50 vehicles have been booking due to time delayed, and 50 other vehicles were previously failed test and back again. The test is open from 7 AM-12 PM, and the remaining vehicles are from East Jakarta and South Jakarta.

"Since the PKB Kedaung Angke was closed, many vehicles come to the PKB Pulogadung for KIR test. To prevent vehicle surge, we impose limitation system," he expressed.

Such system is conducted due to his side only has 31 officers. He hopes there would be additional officers and KIR test place in order to prevent vehicle surge.

He admitted that vehicle surge happened because several KIR tests have delayed for 2-4 days. His side already coordinated it with Jakarta Transportation Department to direct police officers do not ticket vehicles where its KIR test has been expired but they have queue number from KIR test. They should be given dispensation, considering the delay does not the fault of the vehicle owners.

Head of PKB Ujung Management Technical Management, Joko Santoso disclosed that such condition is due to transition from Kedaung. He also did limitation system, only 450 vehicles in a day. If its number is exceeding the quota, the gate will be closed and guarded by three police officers. 

"Congestion is solely not caused by the vehicle owners, but they has been interrupted with many vehicles take a U-Turn activities along Jalan Raya Bekasi," he expressed.
